As part of the national evaluation of Regional Development Agencies (RDAs) we undertook a detailed technical evaluation of £48m worth of investments made by SEEDA focusing on activities to improve business competitiveness across the region. Our work examined three strands: individual enterprise support (£15m), innovation infrastructure (£14m) and business competitiveness (£18m).
There were a number of techniques used in our work including: project reviews, a telephone survey of beneficiaries together with a control group, face-to-face interviews with sample beneficiaries and strategic partner consultation. Our report identified the net economic impacts of the investment, unit costs, and strategic added value.
