Regional ERDF Evaluations
The 2007-13 European Regional Development Fund ear-marked around £3bn of funding for economic development across nine English regional programmes. Each programmes had a series of investment priorities and supported a portfolio of projects relating to innovation, R&D, enterprise, business support, access to finance, business premises development etc. Regeneris by six out of the nine regions to do a detailed mid-term evaluation which reviewed progress and impacts, and identified how delivery could be improved.
The Regeneris work involved reviews of business plans, contracts and monitoring data. We also interviewed delivery staff and regional partners responsible for overseeing the programmes. And, we did extensive survey work with people and businesses which had received help from the ERDF funded services. In each case we used this information to assess performance, identify the strengths and weaknesses in delivery, estimate impacts achieved so far and make recommendations about how the programme could be enhanced.
Our recommendations have led to changes in the way programmes operate while preserving successful delivery, despite the challenging economic climate within which the funds were operating.
