The Liverpool City Region had identified opportunities from the “low carbon economy” as one of their key priorities. However partners were not sure what these were. Also there was a concern that national and EU legislation and policy could provide challenges as well as opportunities.

With our partner Quantum Strategy & Technology we carried out a detailed review of the opportunities and threats to the city-region. This involved modelling the effect of higher carbon prices on the economy. It also looked at the potential opportunities based on existing assets (such as tidal power), business expertise and the knowledge base in universities.

The report was used to galvanise local partners and the business community into action. We produced an Action Plan that has been used to guide local actions by different partners.
