Broadband Delivery UK is the central government team charged with investing £530m to ensure Britain has the best superfast broadband network in Europe by 2015. This will mean extending access to those households, businesses and communities which won't be reached by BT and other private sector network operators.
As a first step, BDUK has invested in four Rural Market Testing Pilots to discover how public money can best be targeted. Regeneris Consulting was appointed to develop a monitoring and evaluation framework to help understand the lessons, performance and impacts. We set out a range of key performance indicators on roll-out, take-up and exploitation alongside a series of more qualitative test to understand how the enhanced services are being used. Our framework also provided practical research programme to allow the economic, environmental, and social impacts of the projects on to be understood.
The insights our work generated will be used to inform the delivery of the pilots and influence the shape of subsequent rounds of BDUK investment.
