The last 10 years have seen the development of a large number of Local Delivery Vehicles (LDVs) to take forward the regeneration and housing agenda in England. The Homes and Communities Agency (HCA) initiated a comprehensive review of the purpose and funding of around 50 LDVs including Urban Development Corporations, Urban Regeneration Companies, Economic Development Companies, Housing Market Renewal Pathfinders and Local Housing Companies.
The purpose of the review was to assess value for money and fit with future policy direction of the HCA nationally and in its regions; and to then develop options for change.
We were appointed to lead the review with our collaborators BBP Regeneration and the European Institute of Urban Affairs at Liverpool John Moores University. The review consisted of a detailed meta evaluation of existing evidence and detailed discussions with the HCA regional teams. The findings of the review were used to inform HCA and CLG policy.
