Kings Dock Business Case
We were appointed to develop the Business Case for the release of land at Kings Dock for an exhibition hall. The existing apartment-led Masterplan is no longer viable and the operators of the Arena and Conference Centre (ACCL) proposed an extension to their facilities along with a linked hotel. HCA wanted to know whether this proposal was the best use of the site.
Our work centred on an assessment of options for the site, given the need to depart from the existing Masterplan. We assessed the strategic case and undertook a full economic appraisal of the options, following the Five Case Model. This involved liaison with ACCL and the development of an economic and financial model.
Our Business Case report was used by the Homes and Communities Agency to assess whether the exhibition hall proposals were the best way forward for the site, both in terms of land values and in maximising benefits for the Liverpool economy. Our report was issued to the Department for Communities and Local Government and HM Treasury and informed their approval decision.
