Preston Retail Impact

The Tithebarn redevelopment is a regeneration scheme led by a new one million sq ft retail scheme in the heart of Preston. The NWDA was asked to support the project, but required an independent assessment of the pros and cons of the scheme. It was controversial due to objections from neighbouring authorities.

Our work involved a detailed review of the evidence on the impact of major retail-led schemes on town and city centres. We also provided a detailed critique of the information on retail impact and its relationship to the economy. Retail, leisure, housing and office development impacts were all reviewed at the level of present and the rest of Lancashire.

The report was extensively used and debated at the lengthy Public Inquiry into the scheme. The Secretary of State approved the scheme in 2010.
